My employer keeps cutting my hours?

My employer keeps cutting my hours. I started at around 30 a week and now I'm down to 13. I am now having problems paying my bills. I brought this problem to my managers attention and ask if she would just lay me off so I can get unemployment benefits where I would make about 3 times as much a week. She snapped at me and she said she wont lay me off. She also said that I took this job as a part time employee and that I just need to deal with it. Yet she doest cut back her hours. She still works full time. I cant get fired, or no unemployment, and I cant quit or no benefits. What do I do?
