Why do blacks comprise 12.4% of the population but only 1% of Tea Party supporters?

you can do anything with numbers, lets say only 1% of Democrats are blacks, since they only make up 12% of the population, it would be possible for all of them to be in the Democrat party and still just make up 1% of the party, it's like welfare, if 2% of whites are on welfare and all blacks are on welfare, the percentage of whites would be higher---means nothing*********************************…
