Formal vs. informal wedding etiquette. tail and appetizers only at evening reception?

My fiancee and I are wanting a late wedding and reception (7pm-11pm). Everything I have read says that late weddings are always formal. Is it inappropriate to serve only appetizers and tails at a formal reception? Is formality only determined by time of day or is it overridden by what is served, location (a horse farm), etc?
