Need to make a circuit that will cut off power if no ground wire is detected?

I need to make a simple circuit that will make a 3V line active when the ground wire is not present. My surge protector has this ground wire detection thing so I know its possible. I just need a circuit to trip two 3V relay's as soon as the ground wire is not detected so they can cut off the neutral and live wires.
