What would it take to bring all US business back from oversea's?

I think trade restrictions and tarriffs will be enough. US business is a for profit, so if we make it unprofitable for US business to move operations out of the country, I believe they will come back. Or they could just abandon any pretense of doing business in the US, but I kind of doubt that since we still have the largest economy in the world.
